Corruption always involves more than one person. The person who pays or accepts a bribe is as guilty of corruption as the one who demands or offers the bribe. If a traffic officer stops a driver who was driving too fast and offers to cancel the fine in exchange for a bribe, and the driver accepts it, both are guilty of corruption.
